He was born in San Román de Cameros, La Rioja in 1859. He was a businessman, deputy, senator for life and deputy mayor of the Málaga City Council.

He died due to heart problems in 1926, in his house in Limonar, Málaga, known as "Parque Rosario".

He shared a cradle with Manuel Agustín Heredia and the first Marquis of Larios. And from the small Valle de Cameros in Logroño he landed in the capital, where he opened Almacenes Félix Sáenz, the Malaga store, which will go down in history for being the first to have escalators and to be able to use credit cards. A business that has survived for a century. The building that housed it is in neo-baroque style, the work of Manuel Rivera Vera, located at the confluence of calle Sebastián Souvirón and plaza Félix Sáenz.

His evolution in Malaga commerce was linked to a single objective: Sell cheaper and sell more. This was precisely the secret of his success and his ability to reach all kinds of public with his merchandise. But to sell cheaply and sell more, he had to buy a lot, and Don Félix did so to the point that when the businessman acquired the merchandise for his business in Catalonia, his commercial movements made the Barcelona Stock Exchange fluctuate.

The decline of Félix Sáenz, whose business was run by three generations, came with the end of the century and the proliferation of new forms of purchasing and franchise models.

On Paseo de Reding, there is a residential building that he himself had built, the work of Fernando Guerrero Strachan.

His mortal remains rest in his family pantheon in the San Miguel cemetery, a work of great architectural value by Antonio Palacios Ramilo and the sculptor Francisco Palma García.
